Public hearings were held on the project to create infrastructure for the reclamation of the Krasny Bor landfill

Public hearings were held on the materials of the design documentation for the object of the state ecological expertise "Execution of works on the design of liquidation of accumulated harm to the environment at the Krasny Bor toxic industrial waste landfill." Stage II. Creation of infrastructure for neutralization (processing) of the contents of open pads and reclamation of the territory of the Krasny Bor toxic industrial waste landfill. The hearing was attended by 37 people.

The chairman of the public hearings was Igor Tsai, Deputy Head of the Administration of the Tosnensky District of the Leningrad Region, and Denis Pleshchenko, Head of the Communications Department of the Federal Environmental Operator.

During the hearings, the reports of the authors of the project on the creation of infrastructure for processing the contents of pads and reclamation of the territory of the Krasny Bor landfill, the results of complex engineering surveys, the main technological solutions, design solutions for the liquidation of hydraulic structures, and the results of an environmental impact assessment were considered.

The second stage of work involves the shelter of open pads No. 64, No. 68, removal of watered waste and the creation of infrastructure for the neutralization of liquid and pasty waste pads No. 64, No. 68, No. 59, No. 66, No. 67 with the receipt of purified water and raw materials for reclamation building material , formation of a horizontal multilayer insulating screen and reclamation of the disturbed landfill area with the creation of an effective system for collecting surface water and discharging it to the newly built treatment facilities.

As part of the design, engineering-geodetic, engineering-geological, engineering-hydrometeorological surveys, as well as works on technical inspection of buildings and structures on the territory of the landfill were carried out. The study area was about 750 hectares.

The distribution area of pollution from the Krasny Bor landfill can be traced within a radius of 500-700 m. A high level of soil, ground and surface water pollution is localized mainly within the landfill. The pollution of the adjacent territories is local and is caused, among other things, by the influence of alternative sources.

The release of pollution from the territory of the landfill occurs mainly with surface and ground waters. The main pollutants typical for the landfill are heavy metals, benzo (a) pyrene, PCBs and DDT.

As Ksenia Kungurtseva, Director General of Project 108 LLC, noted, the priority task within the framework of the project to eliminate previously accumulated harm is the elimination of liquid waste in open pads.

In total, 330,232 cubic meters have been accumulated in open maps. m of waste containing, inter alia, acetates, arsenic, thallium, tributyltin, phosphorus, benz (a) pyrene, trichlorethylene, chloroform, hexachlorobenzene.

The set of measures to eliminate the accumulated harm to the environment is aimed at preventing negative impacts in the long term.

“One of the main goals of our project is to exclude possible transit of contaminants through the landfill body. We solve this problem by creating two separate and at the same time combined engineering systems: an anti-seepage curtain, which is formed along the perimeter of the landfill, and an anti-seepage screen, which forms a rain drain so that it does not come into contact with the landfill body" -said the chief technologist of LLC "Geotechproekt" Igor Nechaev.

The project provides for the creation of a multifunctional reclamation screen - a shelter for open maps. This screen will allow solving a number of tasks: drainage of surface runoff and prevention of flooding of the territory, exclusion of atmospheric precipitation from entering the maps and, as a consequence, prevention of the formation of an additional volume of filtration water, exclusion of migration of pollutants outside the landfill, safe work in the area of closed maps.

Another challenge addressed by the reclamation project is the construction of new treatment facilities. The treatment facilities operating at the landfill cannot provide the water standards for fishery purposes.

To neutralize the contents of the open maps of the landfill, a pilot plant was installed, which makes it possible to process the contents of the landfill maps in 95% pure water and 5% geocomposite material. The test results showed the compliance of the purified water to the indicators of water for fishery purposes.

The proposed technical solutions meet the principles of resource conservation and provide for the maximum involvement of secondary material resources, reduction in the consumption of imported materials, rational organization of work.

All components of the environment were subjected to an environmental assessment, with special attention paid to such vulnerable objects as atmospheric air, surface and ground waters, soils and land resources. In addition, the issue of waste management was assessed, both already accumulated at the landfill and generated during the work.

As part of the assessment, prediction of the impact in the post-reclamation period was also carried out to determine the parameters of the environmental quality after the completion of the liquidation of the IWOS.

All comments and suggestions received during public discussions will be considered when finalizing the project documentation. Further, the project will undergo all the state examinations provided for by law.

Earlier, on June 28, public hearings were held on Stage I - the creation of an anti-filtration echeloned curtain around the Krasny Bor toxic industrial waste landfill.

Work to eliminate the accumulated harm to the environment at the Krasny Bor landfill is included in the "Clean Country" federal project of the "Ecology" national project and must be completed by 2024.
